GTS2 and GTS3 use different OSes, so if you want to edit them, you'll need different editors. Sasha has already done this for both versions. You can find it on the "watch tool" forum at viewforum.php?f=29.

As for converting GTS2 to GTS3, as far as I know, there's no program that can directly convert. You have to unpack GTS2 with a GTS2 editor to get the image resources and re-create them using the GTS3 editor.
