The Zepp app request the weather data from it's own backend (a REST API), wich itself gets its weather data from Xiaomi. Xiaomi has a weather service/app wich aggregates weather info from different sources worldwide wich are not disclosed....

For the background change: the time and weekday images are negatives (black image, the text is transparent) so you see the background behind them. On touching the shortcut area the background is simply replaced with another image.
The brightness shortcut is just changing the watch settings:
