I have a Samsung S10(android) and I have the same problem.

I add the bin file to :

Android > data > com.xiaomi. hm.health > files > watch_skin_file > 59 > YOUR-WF-FOLDER

I reboot phone but mi band 5 doesn't see the custom watchface.
