change faces created by other users

Hi
I wonder if there are simple app to change colors or remove/add icons from the face created by other users (I don't have a proper laptop just my phone and a simple tablet)
For example: I don't like to see the weather icon (snowflake, sun, cloud) and I would like to remove it.
another example: I like the face as a whole, but I would like to change the color of the hands or numbers.

Do I have to go to the programmers or can I do it myself with simple app or other tricks?
Is it complicated?
